BALTAZAR S. TRIBUNALO JR.
RUNNING AS SANGGUNIANG BAYAN MEMBER

Who is he?

He is a native of Aliwanay, Balamban, Cebu. He is the son of Perfecta "Pitang" Along Sumalo and Baltazar "Tasan" Ripdos Tribunalo who were natives of Lamesa, Luca, Lingatong, Vito, and Bayong. He is happily married to an equally brilliant and beautiful wife Zocelyn Maningo and begot three lovable kids from their union -- namely Lenzie, Rain, and Earth.

What are his experiences and knowledge in public service gearing towards progress?

Baltz, as he is often called by common friends, has grown up showing his excellence in leadership. He had received various awards during his youth like the "Top Honors Award" in elementary and the "Leadership Award" in the secondary being the President of the Supreme Student Government of Saint Francis Academy. He became a catechist in the mountain barangays and in some public elementary schools within the Municipality of Balamban. During his college years at the University of San Carlos he was chosen as one of the parliamentarians and selected as the Deputy Speaker of the Supreme Student Council. In seminary, he was chosen as the President of Cebu Seminarian Sports Association. He was also chosen as the President of the Saint Francis Academy Alumni Association. Later on, he became an educator of the Saint Francis Academy and also became one of the pioneer volunteer teachers of the Evening Opportunity Class - Buanoy National High School Extension which was especially opened and initiated by the then Mayor Alex S. Binghay for the working students and for those less fortunate. He had also become one of the active leaders of C-CIMPEL safe-guarding a clean and honest elections. He was marked as an active youth leader for both the town and the parish. He was also known as an organizer of the fishermen, farmers, and landless associations and unions.

What are his achievements and accomplishments?
  • He received the first Dugong Kabataang Sugbuanon Award initiated by the then Cebu Archbishop Ricardo Cardinal Vidal.
  • As an educator of Saint Francis Academy, he had organized a dramatic guild tapping the theater arts guilds of the Evening Opportunity Class - Buanoy NHS Ext. in Balamban and one in Tuburan for a collaborative effort to develop Cebuano arts and culture.
  • As an employee of the Plan International, a non-government organization working on the people's development especially the youth, he started as its Cultural Organizer for Expanding Children's Participation. He became the Project Officer of Southern Leyte initiating its programs for health, water & environmental sanitation, natural resource management, livelihood, child protection, good governance, and education. He became the Program Unit Manager for Child Centered Programs in Camotes Group of Islands. He became the Country Program Advisor for Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) and became busy in going to the different countries in the Americas, Europe and Asia and in participating the United Nations to learn, to master, and to educate Climate and Disaster Risk Management for a long-term sustainable development. 
  • He is known at the United Nations as the bearer of the voices of the youth.
What are his educations and trainings?
  • Graduate in Philosophy minor in Psychology and Masteral Studies on Economics at the University of San Carlos
  • Child Psychology and Early Childhood Care & Development Studies in Singapore
  • Trained and Studied Humanitarian & Emergency Response in Bangkok, Thailand and in London, U.K.
  • Trained on Humanitarian and Security, Basic Life Support, and Advanced Emergency Operations Programming in Wales, U.K.
  • Disaster Risk Management and Climate Change Adaptation -- Thailand, Nepal, Cambodia, Sweden, U.K., and Germany
  • Governance, Leadership, and Management -- Stephen Covey Centre for Leadership -- Ateneo de Manila
  • Community Organizing and Development Programming -- University of the Philippines -- Diliman
What are his principles in his candidacy?

"Ang pagpili dili mabaylo-an sa salapi. Dili mapalit ug mabaligya ang dungog, dignidad ug katungod sa katawhan. Bisan sa unsang pamaagi sa paglingla sa katawhan nga makaguba sa kagawasan kini hulga sa tinuod nga kalambo-an. 

Pagpakighiuli, pagsabot-sabot, pagsinabtanay ug paghiusa sa paghimo sa sakto, ug angay nga programa nga haom sa tanang hut-ong sa katilingban."

What are his governmental platforms?
  • Strengthening the BalambeƱo Family

  2. I came to know Sir "Baltz" before when we had our Leadership Training at Saint Francis Academy, Balamban. He was our facilitator during that time. He facilitated the leadership training for the class ministry chairpersons. He is a brilliant facilitator!:)
